Roszel C. Thomsen II concentrates on international trade and investment law, with emphasis on representing information technology companies and their trade associations in regulatory, legislative and enforcement matters. 

 

Mr. Thomsen is listed in The Best Lawyers in America, 2006 edition.  He is co-author of United States Export Controls, 2005 edition, and an editor of The Internet Law Journal.  He is a member of the Steering Committee on the Federal Bureau of Investigation’s Information Technology Study Group and has participated as an Industry Representative on the United States Delegation to the Wassenaar Arrangement.

  • Counseled aerospace companies in jurisdiction, classification and licensing matters before the State Department’s Office of Defense Trade Controls
  • Advised computer and software companies in enforcement matters involving exports to China before the Commerce Department’s Bureau of Industry and Security
  • Represented telecommunications and medical equipment companies in connection with trade sanctions administered by the Treasury Department’s Office of Foreign Assets Control
  • Counseled trade association in obtaining relaxation of export controls on cryptography
  • Advised trade association regarding relaxation of international export controls on software for the design of semiconductors and integrated circuits
  • Represented companies with respect to reviews by the Committee on Foreign Investment in the United States , including related export and security clearance issues
