1. Policy on Munitions Export Licenses to Ecuador and Peru. (60 FR 10138 on February 23, 1995)

Commentary: The State Department’s Office of Defense Trade Controls has suspended all licenses and other approvals to export defense articles and services to Ecuador and Peru until further notice and indicated its intention to deny all pending and future requests until further notice. However, the notice does provide that exceptions to this policy will be made for encryption hardware and software classified under Category XIII(b)(1) for banking and financial institutions.

 

2. Imposition of Chemical and Biological Weapons Proliferation Sanctions on Foreign Persons (60 FR 13201 on March 10, 1995)

Commentary: The State Department’s Bureau of Politico-Military Affairs has imposed sanctions against three companies: (1) Asian Ways Limited, (2) World Co. Limited and (3) Mainway International, currently operating in the "Asia-Pacific region", for having engaged in chemical weapons proliferation activities.

 

3. Policy on Munitions Exports to Ecuador and Peru (60 FR 26070 on May 16, 1995)

Commentary: The State Department’s Office of Defense Trade Controls has announced that it is the policy of the United States to deny all requests for licenses or other approvals to export or otherwise transfer lethal items to Ecuador or Peru. However, the suspension on non-lethal defense articles and defense services has been lifted, and future requests to export non-lethal defense articles and defense services will be reviewed on a case-by-case basis.

 

4. Determination under Section 620(f) of the Foreign Assistance Act of 1961, As Amended (60 FR 30148 on June 7, 1995)

Commentary: The Department of State has determined that Laos is no longer subject to the application of the above statute.

 

5. Imposition of Chemical and Biological Weapons Proliferation Sanctions on Foreign Persons (60 FR 30148 on June 7, 1995)

Commentary: The Department of State has determined that GE Plan of Austria and Mainway of Germany have engaged in chemical weapons proliferation activities and should be sanctioned.

 

6. Statutory Debarment Under the International Traffic in Arms Regulations (60 FR 30149 on June 7, 1995)

Commentary: The Department of State has published formal notice that 12 parties convicted of violating the Arms Export Control Act have been debarred from receiving export licenses pursuant to the International Traffic in Arms Regulations.

 

7. Office of Defense Trade Controls; Munitions Exports Involving Teledyne Wah Chang Albany, Extraco Ltd., Weco Industrial Products Export GmbH, Edward Johnson, Christian Demesmaeker, and International Commerce Promotions S.P.R.L. (60 FR 30150 on June 7, 1995)

Commentary: After a much publicized criminal case in Florida ended in a consent decree, the Department of State has announced that all existing license and other approvals authorizing exports by the parties named above are suspended, and that it shall be the policy of the Department of State to deny licenses prospectively.

 

8. Office of Defense Trade Controls; Rescission of Suspended Exports Regarding Teledyne Wah Chang Albany (60 FR 30151 on June 7, 1995)

Commentary: The Department of State has rescinded its previous suspension of licenses with respect to Teledyne Wah Chang Albany in 1993 and 1994, but left all other suspensions in place.

 

9. Determination under the Arms Export Control Act (60 FR 36177 on July 13, 1995)

Commentary: The Under Secretary of State has made a determination, publication of which has been determined to be harmful to the national security of the United States.

 

10. Determination under the Arms Export Control Act (60 FR 39469 on August 2, 1995)

Commentary: The Under Secretary of State has made a determination, publication of which has been determined to be harmful to the national security of the United States.

 

11. Defense Trade Advisory Group; Partially Closed Meeting (60 FR 42211 on August 15, 1995)

Commentary: The Defense Trade Advisory Group will meet in Washington, D.C. on September 20, 1995.

 

12. Policy on Munitions Export Licenses to Ecuador and Peru (60 FR 57049 on November 13, 1995)

Commentary: The State Department’s Office of Defense Trade Controls has published notice that it will no longer deny all applications for licenses and other approvals to Ecuador and Peru, and will consider all applications on a case-by-case basis.

 

13. Imposition of Chemical and Biological Weapons Proliferation Sanctions On a Foreign Person (60 FR 62526 on December 6, 1995)

Commentary: The State Department’s Bureau of Politico-Military Affairs has determined that a Russian person has engaged in chemical weapons proliferation activities significant enough to warrant the imposition of procurement and import sanctions, but has declined to identify the Russian person so sanctioned.

 

14. Policy on Munitions Export Licenses to Nigeria (60 FR 66334 on December 21, 1995)

Commentary: The State Department has given notice that all licenses and other approvals to export or otherwise transfer commercial defense articles or defense services to Nigeria are suspended until further notice, in accordance with the ban announced by President Clinton on November 10, 1995.
