Bureau of Census; Amendment to Foreign Trade Statistics Regulations: Provisions for Filing Shippers Export Data Electronically Using the Automated Export System (AES); Proposed Rule (64 FR 7412 on February 12, 1999) Commentary: The Census Bureau proposed a rule amending the Foreign Trade Statistics Regulations to add provisions for filing shippers export data electronically using the Automated Export System. This proposed rule amends existing sections of the FTSR, 15 CFR Part 30 and adds a new Subpart E to the FTSR to include provisions for the electronic filing of shippers export data. Written comments on the proposed rule must be submitted on or before April 13, 1999. 2. New Canadian Province Import Code for Territory of Nunavut (64 FR 24942 on May 10, 1999) Commentary: The Bureau of the Census is amending the Foreign Trade Statistics Regulations (FTSR), to add a new Canadian Province/Territory code for the Territory of Nunavut. This Canadian Territory code is being added to the existing Canadian Province/Territory codes used for reporting Canadian Province of Origin information on Customs Entry Records. 3. Bureau of the Census; Amendment to Foreign Trade Statistics Regulations: Provisions for Filing Shipper’s Export Data Electronically Using the Automated Export System (AES); Final Rule (64 FR 40974 on July 28, 1999) Commentary: The Census Bureau is amending the Foreign Trade Statistics Regulations (FTSR) to add provisions for filing shipper’s export data electronically using the Automated Export System (AES). The AES is an export information gathering and processing system developed through cooperative efforts between the U.S. Customs Service, the Census Bureau, other federal agencies, and the export community. The AES is a completely voluntary system that provides an alternative to filing the paper Shipper’s Export Declaration (SED) and manifest data, and will greatly streamline and improve the exporting process. Export information is collected electronically and edited immediately, and errors are detected and corrected at the time of filing. AES is a nationwide system operational at all ports and for all methods of transportation. Customs also is revising appropriate sections of its Customs Regulations in a final rule published elsewhere in the July 28, 1999 issue of the Federal Register. The Customs regulations will conform to the electronic filing provisions and requirements contained in this final rule. 4.
Bureau of the Census; Clarification of Exporter’s and Forwarding Agent’s
Responsibilities; Authorizing an Agent to Prepare and File a Shipper’s Export
Declaration on Behalf of a Principal Party in Interest (64 FR 53861 on
October 4, 1999) Commentary:
The Census Bureau is proposing to amend the Foreign Trade Statistics Regulations
(FTSR), 15 CFR part 30, to clarify the responsibilities of exporters and
forwarding agents in completing the Shipper’s Export Declaration (SED) and to
clarify provisions for authorizing forwarding agents to prepare and file an SED
or file the export information electronically using the Automated Export System
(AES) on behalf of a principal party in interest.
